Agoraphobia
Agoraphobia - the fear of the outside or open spaces
Agoraphobia is derived from Agora, the Greek word for marketplace, and phobia. Agoraphobia is somewhat common, but not as common as its well known counterpart, Claustrophobia. It is likely that like most common phobias, agoraphobia, originated in the primordial human brain. In a world of untamed, potentially dangerous, nature everywhere, the early humans needed to be dubious about going into open places, because who knew what could sneak up behind them?
Aside from that tidbit, Agoraphobia is random in people, there is no predicting when someone well develop it or if someone will. Agoraphobia, as is the nature of phobias, is uncontrollable in that it is not the willing fear of a human. I know that I am using strange if not fully incorrect sentence structures, so I will cut this off here.

I think fear of outdoors relates well to combat. Perhaps this:

enchantment - aura phobia
as long as enchanted creature is attacking or blocking, it gets -5/-0.
As long as enchanted creature isn't attacking or blocking, it gets +0/+5.
Could make for interesting politics. I also like the returning to hand bit; it's very flavourful in terms of the "randomness" of the phobia.
About that... I copied the effect from the Agoraphobia card from Gatecrash.
