Aviophobia
Aviophobia - the fear of flight
Aviophobia develops in a similar way that amaxophobia develops; traumatic events whilst someone is a child. However there is another way... People who develope the fear of flight commonly develop Acrophobia at about the same time. The Aviophobia is merely an extension of their Acrophobia, where they are telling themselves that being in a plane is no safer than being on a tall building.
I know that I was a bit loose with this post, but Aviophobia is largely a mix between Amaxophobia and Acrophobia in a matter of development.

Nothing really to say about the fear itself, but the card more. It makes sense for sure, and synergizes excellently with the common UW fliers archetype, but I have another suggestion:

enchantment - aura phobia
enchanted creature gets -1/-0 for each creature with flying on the battlefield.
Whenever a creature with flying attacks, tap enchanted creature.
That said, I love this design. very elegant!
That is an effect that really captures the debilitating nature of phobias. Thx for the feedback man!
